Significant Victories in the House Ag Appropriations Bill

To Members of the NASULGC System:

We are pleased to report that the House Agriculture Appropriations Subcommittee has heard the concerns raised by representatives from the land-grant system and has made increases to many of the key accounts at CSREES. We have posted a spreadsheet to the Web site that shows the House marks for F.Y. 2005 as compared to the president's budget request and funding levels for fiscal years 2002 through 2004.

Our preliminary assessment of the significant increases are as follows:

Sustainable Agriculture (SARE)   12,722,000   500,000

Integrated Activities   House Mark   Over FY 2004
Homeland Security (Diagnostic Labs)   $18,000,000   $10,047,000
Critical Issues: Plant & Animal Dis.   2,500,000   2,056,000

Pesticide Impact Assessment   4,531,000   503,000

These $50+ million in increases are a strong win for the system and are quite remarkable in light of the fact that the House agriculture subcommittee's 302(b) allocation was down by $67 million from last year.

We will be providing additional analysis of the House mark over the next few days, including a line-by-line assessment of how we fared in restoring the 33 line items cut in the F.Y. 2004 bill and a comparison of the House mark with the NASULGC request.
