House Ag Appropriations Subcommittee Marks Up Its Bill

The House Agriculture Appropriations subcommittee approved the F.Y. 2008 Agriculture Appropriations bill at a markup session late yesterday. We can now confirm the following numbers with respect to the BAC's priorities (all figures in $Millions):

As you will recall, the extraordinary increases in Hatch, McIntire-Stennis, and Smith-Lever in F.Y. 2007 were a result of congressional action to "park" $183 million of CSREES earmarks within these and a few other formula funds. Thus, when comparing the F.Y. 2008 levels it is more appropriate to use the F.Y. 2006 baseline.

Critically Important Note:

The land-grant system was successful in persuading Congress to keep the F.Y. 2007 CSREES top-line number at a high level despite the fact that $185 million in earmarks was eliminated that year when compared to F.Y. 2006.

The House subcommittee did not continue that policy this year. Thus, the top-line number for CSREES is $32 million less than the F.Y. 2007 level.  See:

The full House Appropriations Committee is scheduled to take up the Ag Appropriations bill on July 18. We are working with key members on the committee to explore a strategy to restore the $32 million. We will be working this strategy through the BAC leadership and the BAA's Administrative Heads Section. An Action Alert may be forthcoming.

The Senate Ag Appropriations Subcommittee may markup their version of the F.Y. 2008 spending bill next week. We will provide another report when we have the results from that markup and a report on action in the full House Appropriations Committee.
