F.Y. 2008 Agriculture Appropriations Measure Finalized

After a prolonged tug-of-war with the administration, Congress has put together an omnibus bill to provide funding for all non-defense departments and agencies, including the U.S. Department of Agriculture and the Cooperative State Research, Education, and Extension Service.

While not yet agreed to, the White House is signaling its support. Much of the battle concerned the overall funding level for non-defense (domestic) programs, with Congress wanting to spend some $22 billion more than the President. Eventually, the President secured most of the fiscal restraints he wanted and a final measure is ready for consideration in the House and Senate.

Progress Securing the BAC's Priorities
As you can see from the following table, NASULGC's priorities fared reasonably well in the final omnibus bill, despite the fact that the Agriculture Subcommittee's portion of the bill reflects a reduction of more than $720 million below original House and Senate marks.

Important Notes to Table:

1. The bill and individual lines as they appear in print and online are subject to a 0.7% reduction. This table reflects that reduction.

2. The bill does not  transfer the Sec. 406 Integrated Activities programs into the NRI for administration.

3. The extraordinary increases in Hatch, McIntire-Stennis, and Smith-Lever in F.Y. 2007 were a result of congressional action to "park" $183 million of CSREES earmarks within these and a few other formula funds. Thus, when comparing the F.Y. 2008 levels it is more appropriate to use the F.Y. 2006 baseline.
