FY 2009 and FY 2010 Appropriations Update

FY 2009
Yesterday, President Obama signed the FY 2009 Omnibus Appropriations Act into law, providing funding for those departments and agencies that had previously been operating under a Continuing Resolution. This means that funding for the US Department of Agriculture (USDA) and the Cooperative State Research, Education, and Extension Service (CSREES) is finally in place. There were NO changes to the CSREES program amounts as reported in our report dated February 23.

FY 2010
As you are probably aware, the Obama Administration submitted an FY 2010 budget "overview" to Congress on February 26. This overview document ("A New Era of Responsibility") did NOT contain any specifics concerning any program.

The current plan is for OMB to submit its agency-by-agency detailed budget justifications to the congressional appropriations committees sometime in mid to late April. Thus, we will not have proposed programmatic funding levels for the National Institute of Food and Agriculture (which replaces CSREES on Oct. 1, 2009) until that time. This delay in submission of the President's budget is expected to push the entire appropriations process back a couple of months.
